New shepherd hut

We are acquiring a shepherd hut for Airbnb but need to obtain  a planning exemption certificate.  These can be issued by over 300 clubs but not many seem to cater for shepherds huts. Has anyone any guidance or experience on this and/or organisations who may process our application? Finding any is becoming a " needle in a haystack" exercise!
