Permit or Owner

I need help. I am this Airbnb. I have found a bunch of listings I am interested in. Should I contact the owner and get permission first or should I get my permit for the city first?

@Shakiara0 If you are talking about arbitraging a rental I would start with the landlord as most will not allow subletting. Also you'll need an address to apply for a permit. If I were you I would give up now. New York City sounds hard enough without bringing arbitrage into the equation.
