EU VAT number added but cannot be verfied

I am an dual American-Hungarian running an apartment in Hungary and my wife a Hungarian is running the apartment.  We have inputted her EU VAT number but it has not been verified.  Others running apartments in Hungary have been able to use this number.  We have not.  We also have dual tax reproting to both the USA and Hungary and payouts go to the USA.  How can we use our EU VAT number instead of SSN/ITN
