No, it is not possible. It is also illegal in the EU and considered as discrimination.

With google adwords it  is possible. You can stipulate that Your adwords advertisement shows all over the world, parts of the word, in certain language areas,  only in Europe or in Germany, parts of Germany or even just in Munic.
