Mother has booked for daughter but I would rather the name be in the name of the person actually staying for the 3 weeks.

Just had that happen, @Rosemary261 . Daughter booked for mother, actually. So I had the daughter set up an account for her mother, and I told them to do it through the "Invite friends" link so they got travel credits. (Bit of an incentive there for them to follow your instructions.) Then I had the original booker cancel, and the new booker immediately book the dates.
You do tend to have to walk them through it, and there is a lag while the new account is verified, but it is worth the time.

You've been given great information from @Lawrene0. The other benefit for the mother setting up her own account is that the reservation is compliant with Airbnb's terms and conditions: https://www.airbnb.com/help/article/427/can-i-book-on-behalf-of-a-friend-or-family-member.
The problem is that the Mother who booked in her name for daughter tried to cancel and rebook, but said AIrbnb was going to charge her. That's the problem!, plus if I do it, I may get charged and I will get dinged for cancelling on someone.
@Rosemary261 She would have had to do it within the first 48 hours to get a full refund. But you always have the option to refund her anyway, without cancelling the booking yourself.
You can't get the name changed on the booking- the name is always going to be under the name of the person whose account it was booked under.
Do not cancel for them, @Rosemary261 ! This was their error. They need to work it out with Airbnb. Tell them to give customer service a call. The information they need for that is in the itinerary they received by email.
