Is the "Send Special Offer" button still invisible

Today I wanted to send a special offer to a guest.

Followed the instructions in the help page.

Opened the Inbox, selected the desired message thread, saw the details of the reservation enquiry, but could not find the "Send Special Request" button.

I know this is not a new problem as I have just read many other hosts stories about this one, but is there any way to find it.

I resolved my concern by asking the guest to accept the original request and then doing a reservation change, but that's messy, having to recalculate daily, extra person, and cleaning rates.
