Local Regulations and Helping Neighbours and Municipalities Understand

I have a suburban house that I've converted to an upstairs and a basement suite both of which are listed exclusively on Airbnb. Given that the home is in an established area, the neighbours see strangers come and go, and have now complained to the municipality that I have established a Bed and Breakfast without a permit. After a discussion with the municipal representative (who admittedly knew nothing about the airbnb, and similar websites, concepts) she aknowledged that the suites are not a Bed and Breakfast operation (per the municipalities defintion, i.e. provision of meals, etc.) nor are they a Boarding House (i.e. individual rooms with provision of meals) operation. That said, the municipality appear to have considerable difficulty getting their heads around the short-term stay philosophy and appear to believe short-term, by defintion, means disruptive or otherwise high risk. Has anyone had to deal with change-averse neighbours and short-sighted municipal administrators? I'm interested in your stories and experiences.
