Payout Setup Problems

Every time I try and setup a PAYOUT Method I get the following error.

"YOU DON'T HAVE PERMISSION TO COMPLETE THIS ACTION"

Anybody have any ideas??  Airbnb don't seem to... 

I have:

Used 3 different PCs

Used 3 different browsers on the 3 different PCs

Cleared my cache 1001 times

Tried 3 different Banks and Accounts

Tried 2 different Currencies 

Pulled my hair out

Shouted at the Wife..

Wife shouted at me..

Any suggestion would be greatly appreciated.
