I have an AirBnB listing and my community requires a 30 day minimum stay and I must supply a signed lease to be approved to the community board. Last time they approved it very quickly.
Now I have a potential guest who would like to see the lease. Is there a way for me to attach it to some communication or to upload into site?
Also, what happens if by some freak incident the application is denied. What are my penalties?
ABB make it very difficult to send links etc, maybe upload it to your listing as a JPEG?
If you cancel the booking then blocking your calendar etc etc comes into play so not good news.
The only thing that comes to mind is to deal with as an enquiry, do not accept the booking until all is confirmed? But then the guest might have moved on.

that seems to be a common issue. they don't appear to be equipped to deal with phone calls at all.

Airbnb requires a response from your side within 24 hours to avoid penalties (i.e. accept/decline for a booking request or pre-confirm/decline for an inquiry), which seems to be difficult in your case. You could include in your house rules that a written contract need to be confirmed through community and eventually @David126's suggestion to upload the contract as a photo works. Also there is the the possibility to send attachments by e-mail, an interim e-mail account is created for any guest - but only after confirmed booking - so this makes it difficult for you in case the contract will not be approved.
I would contact airbnb support to find out whether there is a way to not apply any penalties if the contract does not get approved and also I would ask, if there is an official way to send the contract document as attachment.
If they can't offer you a simple solution, I am sorry to say this, but then eventually Airbnb is not the best platform for your type of hosting...
How to contact Airbnb Support has been mentioned from other hosts in various comments here in the community, just type in "contact support" or "Twitter airbnb" into the search field and they should show up.

I am still trying to figure out where the phone number is. I searched, as you suggested, and it says go to "Contact Page". I cannot find that page.
Wonder if anyone could help me out by sending me the phone number.
The guest when ahead and requested and then I accepted, so I could email her the lease then.
My community said they'd probably approve anyone, I guess we'll see.

Here are 3 easy ways to contact Airbnb:
1. Contacting Airbnb's Community Experts
The easiest and quickest way to get answers to any issues is through contacting Airbnb's Community Experts. If they cannot answer your question, they have the ability to re-route you to Airbnb
Step 1: Visit https://www.airbnb.ca/help/contact_us
Step 2: From the bottom of the screen, choose either "My question is about something else" or "I have a different issue"
Step 3: Follow the prompts to figure out what best describes your issues. Some things you choose will take you to specific information whereas others you can fill in the text box and submit your question.
When you submit a question, you can expect an answer back from a Community Expert within five minutes but usually less. If the Community Expert cannot help you, they can re-route your issue to Airbnb who will then contact you. Airbnb Community Experts do not have access to your account information so if it is a question that can only be answered with account information, they will re-route you automatically. Airbnb Community Experts are available 24/7 and again, usually you will have an answer from them within minutes.
2. Contacting Airbnb Via Twitter
I find the second best and easiest way to contact Airbnb regarding any issues I may be having is by using Twitter. Airbnb seems to have dedicated staff who monitor their Twitter feeds and I usually hear back from them within 5-10 minutes of posting my isssue.
Step 1: Log into Twitter
Step 2: Search for @Airbnbhelp and choose "Follow" them
Step 3: Send a Direct Message (DM) explaining your issue and wait for their response. They may ask for information such as your listing but always provide it over DM so it is not public.
3. Calling Airbnb's Customer Experience Line

The other option (in case a photo of the lease is not ledgible) would be to use the keyboard microphone to dictate it carefully as a message so she can easily read all of the details in the message stream. Then you could title it as 'LEASE AGREEMENT" and keep that as one of your saved Airbnb messages in the case that you will need/want to send it to future guests...which sounds very likely in your case.
