My listing is set to accept instant bookings.
If people make inquiries and I answer their questions but don't pre-approve or decline them, will it harm my response rate?
I don't rush to pre-approve because I've seen in previous posts that it could be problematic.

You must either approve or decline within 24 hours, otherwise it will affect your listing and where it appears on the site.
Just to follow up you mention: "My listing is set to accept instant bookings. " I am not sure if you realize but having the instant book setting activated means you are open to receiveing a confirmed reservation without you "pre-approving" them or not.
In other words as long as they meet the criteria you set under instant book, and agree to your listed house rules, anyone can book with you. Even if you would want to ask more questions before pre-approving the instant book allows them to confirm the reservation without ever asking to be pre-approved. Does that make sense?

If you activated instant booking, guest can book your place without contacting you.
If you are getting preapprove message, then it means you haven't activated instant booking yet
Now will come to the matter. If you get a booking enquiry etiher you have to preparrove or decline it within 24 hours.. Otherwise it will be affecting your performace graf
Some guest contact you stright way with confirmation itself (means they will make the payment and send a booking request). In that case you have to accept or decline the booking
These are the 2 cases you have to take care. Always altert wnd try to give response within 1 hour
