I think someone is trying to scam me.

I have read about guests booking then canceling and asking for their money back when you haven't seen the money from the payout. 

Has anyone experienced this? 

And would you book someone with no identity verification, only a phone number?

If a reservation is cancelled before started, the refund is calculated by the attached cancellation policy. As the money is still at Airbnb then, there is nothing you need to do, that  refund (if any) is a matter between the guest and Airbnb..

You can message the guest to perform ID verification, otherwise you can not accept the booking request.
