@Margaret-And-Patrick0 I wouldn't, unless there was any specific bad behavior via messaging. You can't really rate them on anything apart from communication, and if there were no issues, I would just avoid it all together.
The only time I review a guest who has cancelled before arrival is if I get a message that they have reviewed me first. Then, I just say: "Unfortunately, X was not able to join us and cancelled before arrival. I hope to host them in future." That way, if you do get a bad review from them, potential guests can dig and see more of the true story. In that situation you would also be able to respond to their review, but it's just extra insurance to me. When I'm looking at staying with the host, if they have any poor reviews I always click through to the guest's profile to get the host side of the story. If I see a bad review from the guest then I click through to their profile and see you said they didn't stay, I would take the poor review with a big grain of salt.
