Strict cancellation policy

I was wondering if there is a way to cancel a booking with strict cancellation policy 3 weeks in advance and get the full amount refunded?

No there isn't—that's why it's called "strict" cancellation—you can get 50% of your booking refunded. This is to protect the host as they now have to find another booking at short notice, etc. Of course, you could ask your host if they'd be willing to refund you more than that—they do have that option if they can afford it!
