I have accepted a pre-reservation but the guests apparently cannot confirm it. What shoud I (or they) do ?

Perhaps they do not have enough verifications to book with you, @Yves101. If you have pre-approved them, you have done your bit. You can direct them to the Help Centre, and to phone (they can google the number for their country) or tweet to AirbnbHelp if they are really stuck, but the next steps are up to them.
