If I changed my cancellation policy from Moderate to Strict minutes after someone booked, does the Strict or Moderate cancellation policy apply to that guest?

The way the listing details were at the time the booking is confirmed it what applies to the booking. Changes made after a booking apply to the next ans subsequent bookings.

In this case the moderate policy will apply to the recent booking.
