The Extenuating Circumstances Policy says I must file a claim but does not tell me where to do this and I have been looking all over Air BNB for it. The local municipality has decided to start construction on the access road to my property which is 1) extremely difficult to access and 2) extremely annoying sound wise, thus the prospective guest has elected to cancel their reservation (which I don't blame whatsoever). I do not feel they should be penalized for this. How do I issue them a refund? Air BNB seems to have kept $158 of theirs.

I did not ever type that subject line in?? How in the heck did it become that? I didn't even type anything close to that.
Hello @Zach11,
Lovely to meet you, my name is Lizzie and I am the Online Community Manager here.
It is strange to hear this is not the title you added. As it appears to be within 45 mins since you posted your topic here, you should still be able to edit your post. If not, do let me know what title you intended and I will be happy to add it for you.
Thanks,
Lizzie

@Harry29, here are numbers for Canada and the US.
+1 (415) 800 5959 / +1 855 424 7262 (emergency toll-free number)
It's also possible to call up AirBnB contact numbers/info quickly by going to the Search box near the top on the right-hand side.
(Or by googling.)
