Local Laws in Panama for renting on the island of Bastimentos

We have a property on the resort of Red Frog Beach and they are imposing rules for anyone not using their management company.

1. Proper documentation of unit registered as Public Tourism Lodge under Panama Law Article 21 of Law 80, 2012

2. Proper documentation of general liability coverage for Owner’s unit

Does anyone have any suggestions as to registering, if necessary, and liability insurance.
