Message Templates not available for Team Members

I've been using Team Members so that our staff can have their own login, over all it's been working well.  However one thing is that the non admin team member can not set up or use message templates at all - the option doesn't show up.  In our admin account that we've been using for years there is a link in the message box to 'Use A Saved Message'.

 

Is this intentional or a bug?
