Reservation Request Refunds?

Host wasn't responding to a booking request 23 hours ago. As the trip is in a few days I opted to withdraw the request and book an  instant-book location.

However trying to book this second location I'm being told I can't use the same payment method. How long do withdraw requests take to process?

You need to speak with an Air BNB  because the system may be reading that the same person is booking two places at the same time.  Here is a guide for contacting Air BNB
