pre-approval vs confirmation

How come sometimes it is a pre-approval only and sometimes when you hit the pre-approval button it confirms the stay instantly and at other times we still have to wait for the guest to confirm the booking? What is it that they can do in order to not book straigyht away, but still pre-approve and ask questions? cheers!

@Cody-And-Nara0 Pre-Approvals are only a way for you to say to a potential guest that you are willing to accept a reservation from them.  

Guests  who make multiple inquiries (which Airbnb encourages them to do)  may receive multiple Pre-Approvals and then they decide which one to accept.  Not all Pre-approvals result in a confirmed reservation.

One is a reservation request - which if you accept then the booking goes through

The other is an eqnuiry, which you can pre-approve and they have 24 hours to decide. You can pre-approve multiple guests for same dates.
