Impact of consecutive declines

Guest states she knows that we have a maximum of two guests permitted but she intends to bring three and will bring her own extra bed. She also does not fill out her profile as we request via house rules. I respond that we can only accommodate two and request that she remove her request to book. She does not do so after many requests which are marked read by guest. 
I call Airbnb three times talking to a new support ambassador each time. They say that there is no way to remove a request to book EVEN WHEN GUEST MAKES CLEAR THAT THEy INTEND TO BREAK HOUSE RULES! They also say that “consecutive declines can lead to suspension”. I ask how many consecutive requests until you are impacted. Support Ambassador contacts her supervisor then returns to the call and says “we can’t say”. 
So basically, it appears that if you get a couple of off-the-wall requests from guests who intend to break house rules, there is nothing you can do about it. If you decline some secret number you will be suspended. It’s tough to believe. I have been a Superhost every year since 2016 and have to admit I’m not feeling very appreciated. Would appreciate advice or correction if you believe support personnel gave me bad info.

You can block the guest so they can't try and book again @Ron-and-Laurie0

So frustrating what you are going through - remember having the same scenario from a host when I first started out😩 - they had terrible reviews and having refused once his reservation, they came back to reserve a second time.  Ended up blocking him and calling Customer Service.  Hard to believe that CS won't do anything to help you when it is clear that this future guest is going to break your house rules by exceeding your maximum guest count.  Will that mean that you won't be covered if there is a problem?  It just doesn't make sense.

Hopefully @Helen3 advice on blocking this guest will do the trick but have also read about hosts blocking a day or two on their calendar that will render this stay "unavailable".  Then a few days later, they unblock the dates.

 

Has this reservation been confirmed yet or you still at the stage that you have time left to either accept or decline?  If you have pushed the toggle that says that you require your guests to have a proper profile picture of themselves in the Guest preferences section and they haven't done so then this means that you can get Airbnb to cancel the reservation penalty free.  This is on top of your house rules.
