What is the best device to monitor sound level meter noise and prevent parties and smoking

There are several discussions about devices that can monitor the sound level and alert you if the level goes beyon your set criteria. Use search terms such as sound monitoring   Another benefit of having that capability is being able to prove the sound level was acceptable if you have a neighbor complaint.  Not sure how to monitor smoking in real time, however.

I bought the minut. Monitor sound level device. Its really great. You can see the level of noise. If its for long time up a certain level. and how many device  cell phone is in the propertie. Really nice
