my current guest booked for one person but came in a group of 11 people. This is a clear violation of my house rules which clearly stated. What can I do for the balance due to the difference head counts in booking fee?

tell the guest they need to go into the booking to amend it to reflect the correct number of people staying ( you may need to get Airbnb involved to do this as the booking has already started )

If you have a large property and receive a booking for only 1 guest, it’s a good idea to message the guest right away to confirm if the guest count is correct. Sometimes guests are just browsing, find a place they love, and book immediately without updating the number of guests.
Always politely remind your guest to review and confirm the total number of people staying. This is especially important if you charge an extra guest fee, as the price per night may change depending on the guest count. Let them know that they can easily update or alter their reservation to reflect the correct number of guests.
I noticed on your listing you charge a fee for eacht guest above the first one. The "change" option on the reservation can be used to update amount of guest and charge accordingly.
But receiving a booking for 1 guest on a 16+ accommodation could already have alerted you something was wrong.
