Winter Storm Warning- refund?

Our area has a winter storm warning and  travel should be restricted to emergencies only- so my guest wants to cancel which is fine, should I refund her in full or give her a credit for future booking?

If you have government advisories against all but emergency travel tell the guest to cancel the booking under the guest exceptional circumstances policy then you can provide them with a refund of the host fee. @Judy1029 

They need to speak to Airbnb so Airbnb refund their fee too.
