problem sending someone a special offer???? Can someone please help

I have followed the steps in sending someone a special offer but I can't fine "Special offer"  when I open the guests messages

1. Tap Profile and then tap Switch to hosting.
2. Tap Inbox and open the message from the guest.
3. Tap Special offer.
4. Under the Subtotal, enter the price you'd like to offer for the entire stay.
5. Tap Send special offer.
