How do I send a Special Offer to a previous guest?

I don't see any option for this yet the instructions say that it is there.

The process is:  Have the guest Reserve.  Decline the Offer.  Pick any reason.  Unblock the dates if they are blocked.  Pick Special Offer.  Enter the amount.  Send.  This used to be a lot easier.  FWIW
