Hot tub

Question, I am submitting for str permit. One question is 

copied - Location to any spa or pool must be secured . 
im wondering what do they refer by secured ? I have a hot tub the electrical is anchored to the cement but do they refer to the actual  hot tub ?

The easiest way to find out what your local government mean is by asking them @Irene1052  tell them what you have and ask if it fits their criteria @Irene1052 

@Irene1052  They mean the cover over the hot tub is secured with childproof clips or that the hot tub is located inside a locked fenced area.

We're in JT and have a pool with a spa, so I think they mean the spa should have a cover, so that kids can't fall in etc. We have a auto-pool cover, so parent can close off the pool when they're not using it.
