Listing in still developing but “up and coming”?

We have a place in an up and coming area in Philadelphia that is still developing. I’ve noticed that we are regularly getting 3 or 4 stars for location despite our being clear and descriptive of the area. Any ideas on what might be helpful in giving guests a clear picture. Or is it just guests will go by what they want/expect and we are best to accept that?  Thanks in advance!
