Service Charge VAT

VAT is added to the host service charge, yet on another well known booking site it isn't as the VAT is subject to 'reverse charge' regulation.

Why is this?

I think because the "other booking site" is not having their financial department located in the UK ?

What is VAT and how does it apply to me
