VAT vs Property Use Tax

It appears on my listing that I am charging a 16% Property Use Tax.

On my accounts page a 16% VAT is listed.

I have hosted three guests and all three have been charged and

I have been refunded the 16% tax in my pay out.

My Questions:

Is the VAT and the Property Use Tax the same thing?

I understood that Airbnb was supposed to pay the VAT collected tax to the Mexican Government. Is this correct?

Do I have control over whether or not to charge this tax?

In my building some other condos have listed a VAT and some have listed the Property Use Tax. Some do not charge any tax at all.

I am a US Resident who owns the condo in Puerto Vallarta.

I enlisted help on the chat line. It was absolutely no help at all.

Thank you in advance for any enlightenment or even resources. I have exhausted every Airbnb resource I can find.
