Breaking house rules no food or drinjking in room

Well this is my first.  I have a guest who hasn't followed the house rules from the moment he arrived.  First he was late checking in without any communication.  Now he is eating/drinking in the bedroom and leaving trash all around.  (ie:  dirty containers of food, open cans of fish, emplty soda cans.. and more).  Yesterday morning I sent him a message asking him to clean this up and follow the rules.  He had the nerve to take open food into the room right in front of me.  I honestly thought he would clean up the mess shortly after that.  Nope and he made a bigger mess.  The sheets are a mess from him eating in the bed.  So Today I am putting the reminder on his door.

Is there anything I can do?  Can I end his stay early?  Will I have to provide a refund?  Will it be the full amount of just for the days he didn't use.

Hi,
We've found some guests are slobs.  Unfortunately for us we usually don't find that out until they leave and we're stuck with the mess.  I write them up appropriately so others won't have the same experience.  Not much else you can do and the stress prooving and fighting isn't worth what little you can collect.

Wish we had a better solution.  Fortunatley we live next door and if I see a problem I contront them and tell them to fix it or vacate........  However most of the time it goes unoticed until the next day when damage has been done.  Air BnB was little help.

Recently had a 3-week renewing guest who worked for city street cleaning.   Almost didn't let him renew the final time.    One previous review had indicated that he was a bit messy.

Pros:   he cleaned up every piece of trash in a 2-block area,  making me our neighborhood association head's favorite homeowner of the month.

Cons:  in addition to being fairly messy,  and leaving doors open including to the outside (still winter,  folks) and generally -- well,   I think he likely suffered from some cognitive difficulties and should cut him some slack -- but he tracked dirt and grime throughout the house etc which took us about 3 more weeks to deal with,  and he moved all kinds of things (no,  the broom and pan do not belong in the pantry,  ICK).

I considered what to write all the way up to the 14-day limit but couldn't figure out what to say that was fair,   and missed the deadline because of one emergency or another.
