Can I list without a permit?

Hi, I’ve hosted in NY before but new to Portland. When I started the listing process, lots of legal stuff came up. Something about paying to get a permit, then registration of a business and ton more things I’ve never seen before. I’m only renting a private room in a shared space, not trying to run a rental business. . . Does anyone know if I can just list and go for it or do I have to go though this hassle? It wasn’t clear if it pertained to full house rentals only or any rental. Any help would be appreciated.
