Cant finish my listing/cant verify phone number

Having issues with finalizing my listing. I have completed everything but I am unable to complete step 2. I go into verify my phone number, enter to code I get via text and select finalize. After this I get straight back to the same point saying step 2 is not yet complete. I go to verify my phone number again and it says this number is already verified but I am still stuck at step 2 not being complete despite my number being verified. 

Tried to verify a second number which it says I am unable to do. Not sure what to do here.

If adding your phone number on step 2 when creating a listing doesn't work. Go back to the home page, click on your profile picture, click on account, click on personal info, click on add or edit phone number. This should work.
