Dealing with towns that don't allow STR

I am wondering if STR is illegal in your town, what are the thoughts about offering an "Experience" at so much a day, and giving those guests free nights lodging? Or if someone has a license as, say a masseuse, offer an hour or two of "spa treatments " and free lodging .....so essentially guests pay for service and gets free lodging as a gift. Thoughts?

If it was clealy a freebie, say others could stay for free without booking an experience, could work.
