Excess use of items - Help

I have a guest that is going through a roll or almost a roll of toilet paper each day.  These are not small rolls, but the extra large ones that Charmin offers.  My office is right next to the bathroom and I can hear the toilet flushing, washing of hands, then pretty soon you hear the toilet flush again and more washing of hands.  This can go on 5-8 times per bathroom visit and when I check over half of the roll is gone.  

 

I offer a muffin and cup of coffee, tea or hot chocolate for breakfast.  If someone wants a 2nd cup of coffee, I have no problem with that, but this guest went through 8 of my coffee pods before 1:30 today and he was gone for several hours.  He appears to be drinking numerous cups of coffee a day and seems to be oblivious that he is overdoing it, in my opinion.

 

In the few days he has been here, he has gone through almost 15 glasses, not counting the coffee cups.  That is almost all of my glasses and so I must run the dishwasher for those items.

 

Am I being too conservative?  How does one handle excess usage of items?

I don't think there is much we can do, I've had custumers leave the air conditioning on 24hs a day. I mentioned about it on my house rules, ask them to be mindful, but it is no use really. I'm adding some reminders in each room about it, but I can't really stop them.

I find tissues to be thing that people use a lot. I've had people use an entire new box of tissues in one weekend.  I don't think one can really do anything about that.  I try and price things like that into my room rate.

Not much you can do apart from average it out and price it in I guess.

We had guests use whole rolls of loo roll each day (they had colds to be fair). We learned a lesson from that and leave a box of tissues for guests in the room now. 

Then one who preferred to empty portion-sized caps of UHT milk into a glass and drink that instead of availing himself of the fresh milk in the fridge.

Also two who didn't avail themselves of our outdoor smoking area, and smoked weed in their car outside.

I mean, it's good manners to share, isn't it.
