Genuine bad guests

can a host wait until the 14th day last minute to review a bad Guest so that they can't respond with their dishonest review?

Yes, of course you can do that- but just be careful not to miss the deadline, apparently it can vary- so you don't miss the opportunity to review at all.

You do realize that the guest does not see your review before 14 day unless they publish their review before 14 days, right?  In that case, are you thinking that you don't want to trigger them writing a review by waiting until the last moment to post your review?   Other hosts have done that but as @Paul1255  cautions, be careful with the timing.
