Guest booked below my minimum price

Hello, I am new to hosting but this has happened twice now. One guest inquires about the rental and my minimum price of $89 is displayed and then another guest in the party books it and they get a significant reduction in nightly pricing $74. How can the nightly pricing go below my minimum price? And, Is there some kind of loop hole I'm missing where one inquires and the other person in the party books to get a better rate? But How can this happen if I have a minimum price set? Any thoughts?

@Laurelynn0 guests can choose whether to book with your cancelation policy or they can select the non refundable policy and get 10% discount, I believe that is the reason here.
