Guests smoking in front of neighbors home

I have a strict no smoking policy in my house or on my property. I now have guests standing in front of my neighbors home smoking. None of my neighbors on my street smoke and it is making it very uncomfortable that this is happening. Any suggestions for making it known that there is no smoking allowed even in the neighborhood? Are we allowed to be that strict?

You can not forbid peope to smoke on public street. Put in your houserules only non-smoking guests can book.  I have it in my houserules, as it annoyed me people continuesly walked in/out the house, even in the middle of the night, to smoke on the street. And yes, neighbours started to complain also, not because of smoke,  but because of feeling unsafe unknown people strolling around in the middle of the night.
