The W-8BEN form seems a bit tricky, as the IRS rules (which I've just read on their website: irs.gov/instructions/iw8ben) for it aren't terribly clear on who is exempt or not. "Use the form if you receive rental income in the US as a foreigner, but not if you're exempt". Not terribly helpful instructions, are they?
First off, who sent you the form? That entity is your "withholding agent", and they should be able to provide clarification. I'd think that you would need to fill it out, just by virtue of having received it.
Something to keep in mind as snowbirds, though, is that you may be considered a US resident for tax purposes, depending on the # of days you spend in the US. Check Pub.519 through the IRS to see if you satisfy their "substantial presence" test. If you are, the W-8 form is incorrect, and you should apparently be filling out a W9 instead.
Do you use an accountant? Maybe s/he can provide you with more clarification.
