Los Angeles Hosts who live out of state

I'm trying to find information on what regulations have been passed in LA for out of state hosts. It seems as though everything that just passed is geared toward homeowners, yet the listing I'm asking about keeps getting a prompt to register even though the owners live in another country. 

Any links or citable info would be appreciated...

Would the best place to find citable information not be the LA government website and Airbnb themselves @Joey28

One would think and hope that it is that easy. Maybe I'm just terrible at searches, but I'm having a hard time finding any pertinent details. Thanks for the tip!
