Multiple guidebooks

My listing is in a small town just outside a large city and I want a guidebook for each. But when I created the second one, it was the only one that would show up.  When I'm in editing mode I can see both, but when I test it out as a guest would it's only the one I see. I couldn't see any way to set it so both would be visible for guests to click on. Is it only possible to have one or the other?
