Paying a Fee to Avoid Guests Being Charged

Is there a way, like some other similar services, that we can pay a fee anually so the guest isn't charged an additioanl fee or premium?

You have another site which is VRBO where the host pays a yearly fee and the guests don't. But you pay regardless if you have a booking or not.

Actually, HomeAway and VRBO are planning to start adding a travelers' fee, supposedly by the end of February. The owners, currently on subscription are not too happy about this "upgrade".
