Permit in Portland Oregon

We submitted our application and payment  3 months ago and have heard nothing from the city. Has anyone had this experience? Any ideas on what to do?

It took my over four months to get mine back last year.  The city kept threatening me that I better not be renting it out already or I would be fined.
