Is there a way for guest be promted at th payout portal to be charged for pet fees?

You will have to request the additional fee after the reservation is confirmed.  Be sure to state that there is a fee in your description and use the request/send money option on the reservation.  Air BNB does not have an automated line item for pet fee.
