Price Difference

I'm trying to book a place in Europe (I'm in the US) and the price increases above the listed price (not including cleaning and service fees). Why does it do that? Why don't I get billed for price on the listing?

It's most likely one of two things. The currency conversion charge or more likely than not, the price you are seeing is the lowest price available on the calendar. It's a bit of a false advertising tactic Airbnb employs but I have guest so often that ask me this question.
