With a request hosts are supposed to decline or preapprove within the deadline. Failing to do so, airbnb will block the dates as a penalty. I believe this is what has happened and the host is probably an inexperienced one who has not learnt how the site works.
It is now in the hands of the host to contact airbnb - they may or may not be able to have the dates released. If I were you, I would move on to a different listing with a more experienced host. You may have to pay a little more, but might be worth it in the end.
