Hello I tried to send a special offer to a customer and when I lowered the price the amount the customer had to pay went up. So I cancelled the offer and now not sure what to do

Then guest has to pay Airbnb Service fee (also in the orignal booking). BTW The special offer should include the cleaning fee, more: https://www.airbnb.com/help/article/35/how-do-i-send-a-guest-a-special-offer

As an alternative you can accept the original booking, and then afterwards change the reservation.
