Fiona gave the accommodation a 2 over all but none of her rating were under a 3 how can this be? Thank you

The 2 is her rating for "overall experience" and the others are her ratings of specific aspects. There is no requirement that the overall experience rating has any correlation to the individual ratings (unfortunately).
