What does a guest see when a guest reviews a host?

Recently as a guest, I got a chance to rate a fellow host. I took a couple of screenshots during the rating. Based on this, it will be very hard for a host to get a 5 star.  I hope what I saw was what actually Airbnb expected a host to perform. A 3 star would be good based on the screenshot below. But when a host gets a few 4 star ratings, you will get warning from Airbnb.

@Alice595  Yes, it's been like this for a couple of years. That's why when hosts post here upset at a guest for giving 4* ratings, I advise them that their anger is misplaced- Airbnb leads guests to believe that a 3 or 4* rating means good or above average. Most guests have no intention of tanking a host's ratings by giving 4*s.

The disconnect between what they tell the guests and how they apply the ratings to hosts is evil.
