No you must make it really clear n your profile whether you provide breakfast? Myself if I list a room in my home I always provide breaskfast, it's common courtesy tyese are your guests. When I list a self contained home I provide all sugar, tea, coffee, milk only apart from linen and soaps and cleaning products.

You decide what you are offering. No one else. I provide breakfast, delivered to their rooms the night before. Down the street, he serves breakfast in the dining room. In the other direction, the three hosts offer nothing at all. Two of them don't even offer use of the kitchen. Decide what kind of host you want to be, make it clear in your listing, and then tweak it as you learn more about who wants to stay in your location.

I went to the County goverment and formed a LLC with the state when beginning my business. Our rental unit is the first floor of my home. For tax purposes I am listed as an "Inn". It's my understanding that to serve prepared food you need to pass requirements by the Heath Dept to do that legally. I am not a B+B.
